Kirov Region in top 10 Russian forestry-reforming regions: official

Kirov Region is among top 10 Russia’s regions that are most successful in reforming their forestry sector, stated head of Russia’s federal forestry agency Valery Roshchupkin while visiting Kirov Nov 20.
As REGNUM was informed at the Kirov Region government press office, in Kirov Roshupkin had a meeting with the regional governor Nikolay Shaklein and representatives of regional forestry industry enterprises, heads of local executive power and municipal officials.
The conference members discussed the new situation in the forestry industry after the Forest Code of the Russian Federation was enacted Jan 1 2007.
According to Roshchupkin, the main novelty entailed by reforming the whole forestry industry is the de-centralization of the industry management and the system of control of and supervision over the forestry resources. The shift of Russia’s federal responsibilities in the forestry sphere to the level of the federal subjects expands their capacity to develop the forestry complex and creates a favorable investment climate.
Another theme at the meeting was the problem of human resource potential in the oblast forestry complex. Governor Shaklein emphasized during the discussion: We need to prevent job cuts, especially in the regions that lack employment opportunities already.
The federal agency head stated also: With all positive impact of the Forest Code on the development of the forestry industry, there are still points requiring to be worked out. The Agency is already receiving amendments to the Code from the regions.
Roshupkin addressed forestry entrepreneurs of the Kirov Region asking them to send their suggestions. He said he was sure the amendments of the regional forestry specialists will help to improve the Forestry Code.
