Kirov Region will switch to three-year budget planning starting from 2009
Kirov Region Governor Nikolai Shaklein posed the task of switching to a three-year budget planning starting from 2009, REGNUM is told at the regional finance department.
The three-year budget planning is a new stage in development of the budgetary process, when financing of social and economic projects will be planned not for one, but for three years ahead. It is an effective tool for implementing the budgetary policy and the program for social and economic development of the region, they say at the department. The right to use it is envisaged in the Budgetary Code of the Russian Federation.
The budget is drafted under the principle of the “sliding-scale three years” meaning that in the following years it will be specified in accordance with social and economic indices, amendments to the budget and tax legislation and other external and internal factors.
As they say at the department, switching to the three-year planning will allow securing continuity of priorities in the budgetary policy. It will not result in any difficulties for the financial bodies of the region as the practice of three-year budget forecasts is being implemented in the region since 2006.
