More than 200 commercial apartment buildings planned to be constructed in Moscow by 2012

By 2012, Moscow authorities plan to construct a whole network of commercial apartment buildings (more than 200) for long-term rent of lodging by first of all those in the queue, the head of department of housing policy and housing fund of the city Peter Saprykin informs.
To establish comfortable conditions and affordable lodging for Muscovites, including those in the queue for lodging, a special concept of forming a network of in Moscow of apartment blocks for commercial use and commercial apartment buildings has been developed. The concept will be implemented in two stages; by 2012, it is planned to construct more than 200 commercial apartment buildings in the city, Saprykin announced at a session of the Moscow city government on Tuesday.
According to the head of the housing policy department, at the first stage, in 2008-2009, it is planned to construct 23 apartment blocks of commercial use within the frames of housing programs already adopted by the city.
The second stage of construction is planned for 2010-2012 within the frames of a special city housing program, with attraction of both resources of the city and off-budget sources. The project envisages that apartments in commercial apartment buildings will be mostly rent by citizens constantly living in the capital for not less than ten years.
The official stressed that the system of long-term rent of apartments by the city or individuals is one of perspective directions to increase availability of habitation for Muscovites, including those in the queue for lodging. According to him, the task becomes more actual every year, because overwhelming part of Muscovites, which is more than 85%, cannot get an apartment in the Russian capital even with the use of mortgage.
The lodging rate in commercial apartment buildings will be determined by the owner grounding on the market situation. The payback for investors, by various estimations, will not exceed 7-10 years.
Earlier, an official at the Moscow City Government told RIA Novosti that commercial apartment blocks will be erected basically in areas of a mass housing sector (Nekrasovka, Sherbinka, Kozhukhovo, Severny) and will represent houses of popular series.
According to information of the Moscow construction complex, the first house for those in the queue for lodging in Moscow, is planned to be constructed in 2008 in Musa Jalil Street in the southern part of the capital (Zyablikovo District). Lodgers will pay for apartment under reasonable prices: the longer they are in the queue, the less will be the rent. For example, people with a ten-year experience residing in such houses will pay $150 on average per month without communal fees.
