Rate of growth of construction in Astrakhan Region will increase systematically

Today, on April 15, the minister of construction and road facilities of Astrakhan Region Tabarak Mukharov started his report about results of implementation of the national project “Accessible housing” at a regular session of the regional government with indexes for the last two years (2006-2007). By estimations of the head of the department, the figures show effective implementation of the state housing policy, in accordance with which the basic indexes established for Astrakhan Region by the Ministry of regional development of the Russian Federation are all fulfilled. In 2007, the main provision of the agreement with the Ministry of regional development was to build 720,000 sq. m. of apartments. In practice, they have built over 725,300 sq. m.

As far as one of the major factors of housing availability for the population is supply in the real estate market, the Ministry of Construction sees as main direction of its activity in 2008 establishing conditions for growing volumes of construction and state support in settling citizens’ housing problems.

To meet the demands of all categories of citizens, the housing should be both commercial and municipal. The head of the Ministry of Construction has emphasized that the prices would be constrained with a satiation of the real estate market.

The main reasons of the housing price growth in the region during the last year are connected with increased cost of construction materials, products and designs, and also with imbalance of the supply and demand in the real estate, including supply on small-sized apartments of “economy class”. They will remain still the most demanded.

Despite of the current trend for annual growth of the volumes of apartment blocks commissioned, the residents’ need for “square meter” remains quite high. The Governor of Astrakhan Region Alexander Zhilkin sets a challenge before the construction complex – to provide annual commissioning at the level of not less than 1 mn sq. m. of housing, with the purpose to achieve a world level of input per capita.
